What the question and all of the previous answers have overlooked is "the average person" has different first languages. Although Korean and Japanese are not related, they have the same grammar. English is completely different from Japanese, having almost nothing in common.
To be fluent, it would take at least seven years living in Japan for the average English-speaker to become fluent in Japanese.
Being able to have a conversation doesn’t make one fluent. There are many different levels of understanding a language, but to be able to understand a conversation between two other people when you’re on a crowded train, being able to read a government brochure…that is fluent.

up to 5 years or more..unless ur a genius..but it usually takes that long to fully register everything and to speak it completely

No. It’s not easy. This one guy I know said learning how to speak the language isn’t hard. It’s learning how to write it that’s the killer. He said it took him two years to learn the writing part. I’m learning a little bit. I’m going to take a class next semester.

Learning a new language is never easy, but I’ve been searching around the internet and I found that many think it’ll take about four years.

It takes ANYONE to learn a different language a long time. It takes a lot of practice and patience to be fluent in a new language.

I am learning the japanese language now 9 (level 1).It took me about five days to master all the katakana and hiragana. Right now, I can read and write katakana and hiragana but unfortunately not fully understand what am I reading and writing.Does that help you?

japanese writing takes more than 7 years to be fluent. or more than 10 yrs…
daily conv takes more than 2 yrs to be fluent. (if you speak with native japanese 24/7.)
daily conv is not so difficult. honorific words and usage are little bit difficult for english native. coz you guys dont have honorific word.
just daily conv with your friends is not so difficult. same as other language.

Have a listen to http://www.japanesepod101.com . I’ve been listening for about 2 years and I can follow a basic conversation. Just go to the site and find something that you can follow (I’m not sure about your level, just find something easy) and start listening from there.
